Request the business case used to justify a specific project or decision.

Major spending decisions and projects should be backed by a business case that sets out the options considered, expected costs and benefits, and why the chosen option was preferred. These documents are key to understanding whether public money is being spent wisely.

Who to send it to#

The public authority that made the decision. You can find the right authority in the Commissioner’s directory of Scottish public authorities. You can also send your request through WhatDoTheyKnow, which publishes responses online.

Tips#

  • If the project has a public name, use it. Otherwise, describe it clearly enough for the authority to identify the right document.
  • Authorities sometimes withhold business cases under the “commercial interests” exemption. This can be challenged, especially after a contract has been awarded.
  • Ask for the version that was used to make the decision, not draft versions, to keep the request focused.
